It's an intended end date not a physical one, so if it is missed which seems extremely likely then they will just continue with the project.
It's not like they don't have experience of project's over running; the transfer from legacy benefits to ESA is still running but was supposed to complete in 2014 and Universal Credit is years behind schedule.
