PIP review delays was created by Rossi1999

I gather there is a long delay in doing PIP assessments and reassessments face to face. Why then are they sending out review forms 1year early? Surely, to clear the backlog, they could defer these until the actual "awarded until" date and not 12months early, or have I misunderstood?
