Can I fill in forms on my sister's behalf

Hello,
A newbie here so please forgive any obvious ignorance.
My sister in Law has just been informed of the removal of her ESA following WCA assesment that has decided she no longer has LCW.
I am fielding her communications as she is severerly disabled since suffering a Brain Tumor leading to 8 hr brain surgery in 1974.
We have now requested "appointee status" requests for myself but realise that may take a while to sort out and I have to table her request for Mandatory Reconsideration within days.
All examples here are written in the first person as if the claimant is completing the form.
Will it be OK for me to submit her request in the third person and explain that she is unable to deal with things by writing a note?
Or will any such correspondence be deemed inadmissible until after appointee status is resolved?

This is fine, explain what you have done on the form and that they are her own words. She will need to sign the form when complete.
