You have a further opportunity to present you case for an award if you want. Doing it now means that the Tribunal panel will have a view of your arguments before the hearing. Tribunals are inquisitor, this means they ask the claimant questions about their problems, you will have a chance to speak to the panel but time will be limited and it may be difficult to get your point across, a submission allows you to do this.
