Mobility for psychological distress

In cases where people where people with mental Heath problems were refused the possibility of being awarded higher points for psychological distress , is it the DWP / ATOS who will contact people to look at their cases? Or do the claimants have to apply to have their cases relooked at?
I am in an odd position as for the mobility question I was first awarded b., then after a MR and two appeals with me saying the d was more accurate( I can go out but accompanied and I'm not able to unfamiliar stuff etc- nut the judge awarded me ( incorrectly ) e - can't go out at all.
