It's a decision only you can make.
If your appeal is successful then you will receive back payment of the award from the date of the Decision being appealed.
If you reapply then you will still need to deal with the issues which meant that you failed your transfer.
You can do both but be aware, a new claim will result in a new Decision and this will limit any award that you might receive from an appeal.
