Three reasons, first it's based on where they are in the pile of outstanding appeals, so when you first asked they were dealing with appeals from 34 weeks previously, on the second occasion they were dealing with ones from 41 weeks previously, the difference is due to more appeals being requested than previously had been.
Secondly, claimants do not attend without notification, panels may ask for additional information and UTT appeals may be referred back to the FTT, these result in additional hearings being required extending the queue.
Lastly, we have just had the Summer holidays so they will have processed fewer hearings.
