Re-applying won't cause any additional issues but she will need to sort out what she needs to say on her claim form.
She can appeal and make a new claim but she needs to understand that making a new claim will result in their being a new Decision and this will limit any result from a Tribunal even if the hearing occurs after the new Decision is made.
