'Unexpected evidence '

A neighbour has recently attended an ESA re-assessment. She has suffered for ten years with COPD. She has a four-wheeled walking aid.
The assessor observed that my neighbour, on entry, was "breathless +++ walking 20 metres,while talking, and at rest.
The assessor described this as 'Unexpected evidence', and has passed this on to the GP, asking 'could you advise further?'.
From my experience, this seems unusual and would appear to substantially support the claimant's case. Have you heard of this happening to other claimants ?
Should my neighbour be claiming PIP ?

Her GP has indeed been in touch, confirming that DWP have been in touch, asking ; 'How ill is this woman ?'
GP says 'this kind of request doesn't happen often, if at all' .
Is this a softening of DWP attitude, I wonder ? Not before time.
Maybe a General Election is being planned !

Now at Pip assessment Stage.
Pleasantly surprised to find that Atos had been sent a letter by DWP explaining that my neighbour had been assessed at the ESA medical as having severe breathing difficulty. It was quoted to us at the medical.
Never heard of this before. Could be a positive development ?
