I have applied for PIP twice - once in January 2017 and again in November 2018. Do you think they will still have copy of my old claim form?

Were your claims successful? If they weren't them probably not for the 2017 claim as they routinely destroy documents that are over 13 months old and not in connection with a valid claim, they may still have the 2018 form. If you do have an award then both forms should be available, however, the 2017 form may now be in offsite storage and require a Subject Access Request to retrieve it.
