Starting ESA/UC process for young adult

Starting ESA/UC process for young adult was created by VVfrustrated
Hi all, can anyone advise on the following - my Grandson is aged 19 and is still in full time education (alternative provision), he will be 20 in November and his education will finish in July.
He is in receipt of PIP, high rate care and standard mobility, this runs until February 2020 but is likely to be reviewed soon - his Mother continues to receive tax credits for him until July.
When should he start the process of putting in a claim for either ESA or UC? Which one should he claim for. How does he start this process - he has ASD and ADHD and would need either myself or his Mother to act on his behalf, do we need to get sick note from GP? He no longer has any other medical professionals involved, discharged by CAMHS and paediatrician when he reached 18 and does not receive or need medical input. He currently has an EHCP for his education/social care needs and was assessed for social care needs by transitions team when he was 17 - had many identified needs but these were being met by family.
We cannot identify what he will do when leaving education but it is very unlikely that he would be able to work in any kind of unsupported environment.
We don't want to get to the stage where he is receiving no money at all but are unsure just how and when to start the process of making a claim as an adult.

It would be Universal Credit but he cannot make the claim while he is in full-time education.
You may have difficulty acting on his behalf unless you are his appointee

When he makes the claim for UC he needs to declare himself as Unfit for Work, he will need a Fit Note for this, he should then be assessed to see if he is UfW, our ESA/UC Claim guides explain the criteria he will need to meet.
