Appointee rules changed attendance at assessment

I can’t leave my home due to loads of problems which have led to being agoraphobic for the past 4 yrs.
Im my adult daughter’s Appointee and as such had to attend any assessment with her.
For 12 months her reassessment for continuing PIP has been bounced back and forth between the DWP and ‘Independent Assessment Services’ ... They refused to do a home assessment for some reason, refused to do a paper based assessment, etc.
They have changed the rules ... an Appointee can nominate anyone they want to go in their place..there is no procedure, no forms , nothing except they would appreciate if you let them know in advance????
Has anyone any idea when this changed as 12 months they have not been able to accommodate my daughter’s assessment without me ?
I’d appreciate if anyone could clear up this rule for me and when it was relaxing to allow the Appointee to send someone else ?

I don't have copies of all the PIP Assessment guides but I have tracked the change to at least September 2016 so it is not new.
