ESA new diagnosis since esa50 returned.

I have a friend I support on ESA. She was put in SG three years ago on paper assessment. Sent in ESA50 on 6/2/19. She rarely opens mail, I deal with it when visiting. Found letter for f2f appt for 16/6/19 few days ago. Its been so long for reply, had forgotten due other caring commitments.
Had been hoping for paper assessment or home visit. On ESA50 stated severe distress to attend F2F due conditions, also GP letter supplied: ... struggle to get out house...due worsened anxiety and alcohol issues...increase upset and anxiety to attend. ESA50 activities: cant cope changes, going out, behaving appropriately also had statements pertinent to f2f attendance at an asssesssment centre.
I have also found out from friend that several weeks ago she was diagnosed with fibromyalgia and new medication for this, also GP assessment that depression worsening and HRT patches no longer working effectively.
Is it possible to contact Maximus to request Further Medical Evidence(FME) to be obtained in light of these new factors as the evidence may confirm that an LCWRA criteria can be fulfilled so no f2f required. Also guideline for review of evidence esa re-referral - HCP must scrutinise all available evidence.
Otherwise, can a home visit be requested , and can it be held at my home as the carer, as her next door neighbour is volatile, unpredictable, harassing and would be a source of severe anxiety for her during any visit.

A Paper Based Review may still be possible but the person is going to have to see their GP again for a new letter of support.

Phrases such as "struggle to get out house" and "increase upset and anxiety" are not definite enough and imply that they could still attend albeit at the risk of their conditions potentially worsening, they need a letter that is unambiguous; "cannot attend", "symptoms will be significantly worse", etc.

If the GP is willing to help then the new letter should be sent to Maximus.
