The new guidance for blue badges for people with hidden disabilities has finally been published.
Although the new rules do not come into effect until 31st August 2019.
Those who score 10 points (E) e. Cannot undertake any journey because it would cause overwhelming psychological distress to the claimant. 10 points
Will automatically be entitled to the blue badge without further assessment
Those who scored d. Cannot follow the route of an unfamiliar journey without another person, assistance dog or orientation aid. 10 points.
or
f. Cannot follow the route of a familiar journey without another person, an assistance dog or an orientation aid. 12 points.
Maybe entitled to a blue badge, however it is down to the local councils decision and a further assessment could be required.

I would qualify but I can't see the DWP logic behind the idea of giving someone who has scored points for being unable to undertake any journey to be given a blue badge- if you can't go out what are you going to use it for?

The undertaking the journey question is about mental health issues, for example, agoraphobia or social anxiety. There will be some people who may not be able to do it for the majority of the time, but on the occasions, they manage it - having a blue badge will make it easier for them.

As BIS has said. The scoring is for people who cannot go out for a majority of the time.
However, it will make it easier for those people who can go out some of the time for necessities like Dr and hospital appointments and can never get a park.
Or you maybe able to go out "sometimes" if it was a little easier to do so.
For example
You might like to go for a walk on a quiet beach "sometimes" but because of parking restrictions you can not get close enough in order to be able to do it. The only parking is near the town where the person would have to walk past buzy arcades and shops which effects their mental health and makes it impossible for them to do.
Having a blue badge would alleviate this and help them to have a more inclusive life.
Hope that makes sense.
Unfortunately people have the misconception thats its all about disabled parking at supermarkets, when in fact it is about so much more than that.
Being able to park on yellow lines close to your destination will open a whole host of opportunities and experiences for some people who vulnerable to mental health and would otherwise not be able to do so
