DWP give in on PIP mobility for mental health??

Good news, I think. A client of mine has been told that the DWP have re-assessed her PIP claim and will now give her mobility on mental health grounds (category 1f) They state this is based on changes to the law following the Tribunal decision MH V DWP.
They also said this is only backdated to 28/11/16. Is this date part of the Tribunal decision?
Does this mean a general re-assessment of all similar cases by the DWP or should I stay cynical and start a review all my clients' failed claims for PIP mobility on mental health grounds?

They have been reassessing around 1.6m PIP Mobility claims for about a year now.

What about the date they say changes apply from (28/11/16)? Is this part of the decision?

I can't remember the exact dates but they are looking at all Decisions made from November 2016 to around June 2018.
