PIP tribunal appeal without MR decision?

I have a client who has applied for a mandatory reconsideration of his PIP decision. After 3 months, and numerous chasers from him, me and his local MP, there has still been no decision by the DWP.
Can we apply for as Tribunal appeal, despite the missing MR decision? This delay is having a impact on his mental health.

You can't request an appeal without a Mandatory Reconsideration Notice or the DWP refuse to do the MR.

MRs are taking longer at the moment.
