HP states on assessment that although experiences dizziness as a side effect of medicines does not have a balance problem or receiving any specialist input. I find it difficult to understand this as surely dizziness can cause balance problems.

They are implying that if the dizziness/balance issues were serious then there would be additional treatments in place.
