pip and upper age limit for mobility allowance

Can anyone answer these questions, I have recently had a second face to face meeting with Capita, because i informed DWP that my condition has deterriated and i am now on medication
The first face to face was in 2015 and i was awarded the enhanced rate of the daily living allowance. No points were given for the mobility part. I have just received my brown envelope with the results for my second face to face assesment .I was 62 years old at my first face to face meeting and my medical conditions at the first meeting were Heart Disease, Early onset Vascular Dementia and Alzheimers Disease. and was not on any medication for mental illness . I have since been placed on Mementine maximum dose for mid to late stages of dementia and alzhimers. Citlapram and Clonosapram for depression and extreme night time brain activity. As we all know there is no cure for Dementia or Alzhiemers and my condition has detreriated.I can no longer prepare any meal or use the cooker safely.i also can no longer understand complex letters so therefore do not have anything to do with incoming or outgoing mail I have opened the dreaded envelope to find my award has been dropped to standard rate. Having been put through a prolonged question and physical test for mobility componant as driving and getting out and about is no longer possible without supervision from another person i was awarded no points again the reason given even though they understand my difficulties i have now i have turned 65 and no longer qualify for the mobility part of pip so why was i put through the mental and physical part of mobility test where the assessor had to physically catch me to stop me falling over when this part of the process is no longer a requirement. My interpretation of the the law is that you can not make a new claim for mobility after reaching 65. I made my first claim at 62 so i do not class this as a new claim but an ongoing claim.Any advice on whether to appeal on both accounts or should i just accept both decisions .

BIS, is it over 65, or over pension age? My caree falls between the two at the moment, which is why if we can't win her appeal this time (started before she was 65) I understood we had to reapply before she reaches pension age?
