Yes, providing their circumstances allow it. ESA(IR) is dependant on your household income, your savings and assets, and any hours that your partner works. See

I have been moved from work related group on income related to support group but been put back on contributory based. I have not worked since having an accident at work in 1991 and have gone from Incapacity benefit to Esa contribution based (loosing money) then after a year moved to esa income related and been on that ever since until moving to support group in January but gone back to contributary again (loosing money) Now I have to pay increased rent and ctax yet my money hasn't increased. How the hell do I pay all this extra money and what out of? No wonder the streets and hostels are full of homeless

If you qualified for ESA(IR) when in the WRAG then you should still qualify for it now you have been moved to the SG, the only reasons why you might not is that you are now receiving a Transitional Payment that is greater than the ESA(IR) as a result of your having been transferred from Incapacity Benefit.
