If esa is stopped and you have been told you have to claim Universal Credit if you apply for universal credit can you still ask for a reconsideration and appeal the esa decision

In principle, you can appeal the ESA Decision but whether there is any value in your doing so will depend on when the Decision was made, what it involved and whether an existing award was in place?

Once you make a claim for UC you cannot return to ESA even if the appeal is successful, also, you would also have to be assessed for Limited Capability for Work under the UC claim and the resulting Decision will supersede any revised ESA Decision limiting the time that the revised Decision would apply for.
