Advice on pip review and assesmnet

I have filled in and sent back a pip review form and i phoned up independent assessment services to find out if I will be required to go for a medical or will a paper review be done. I was advised that my form was with a healthcare professional and if I wanted I could have had an appointment the following day. Or one in December. I opted for December. However, can you tell me if this is the correct procedure because I thought a healthcare professional would have to review my form first befour determinating whether a face to face would be needed or if they could do a paper assessment. It just seemed odd that he said I could go for a medical the next day even though my form was still with a healthcare professional, and he said as it stood at the moment i would need a face to face assessment. I thought that the procedure was that a health care professional had to look at the claim first to establish whether or not a face to face was required first befour booking an appointment. When i phoned this hadn't been done but an appointment had been set up when i was on the phone. I thoght they had to justify the reason to the dwp whether it was necessary or not to call a claiment for a face to face.
