Timetable for moving from DLA to PiP by address

Hi I'm very new here.
I'm wondering if anyone know when, in theory, someone might have to move from DLA to PiP?

My youngest 'child' moved from DLA to PiP when he was 16 years old (March 2015)
My middle 'child' has just received her letter re PiP aged 23 having received DLA since aged 8 years old .
My eldest 'child' is still on DLA aged 27 years old having been on DLA since 7.5 years old
We live in Scotland . I am their appointee and my post code PH11; they have left home and live (with support) in Perth postcode PH2

With regard to your question, I am afraid no one knows when anyone is going to transfer from DLA to PIP - it seems to be randomly done. All transfers were supposed to be completed more than two years ago. The end date is still uncertain.
