My GP refuses to write a report for my pip was created by wideyes

My GP practice 12 years always supported me with medical letters for DLA Esa and last August 2018 Pip

This year my GP refuses to support me with a letter

I understand it is using their own discretion as partner of nhs practice but ;

Is there a loophole in the law where I as a disabled patient can legally challenge thus practice ? What should I do here ?

I'm afraid your GP is under no legal obligation to provide you with letters in regard to any benefit claims that you might make, have you offered to pay?
