DLA to PIP transfer - paper based was created by Remix
A family member ( A ) is being transferred from DLA to PIP.

Another family member ( B ) who was due to take A for the assessment, apparently intercepted the process had the appointment cancelled for unknown reasons and claims the agency dealing with A's transfer is looking at doing a paper based assessment I did not think this was even possible when transferring from DLA. I'm not sure how B achieved this as I thought DWP / outsourced agencies can only speak to the claimant directly (or with claimant agreement in person) and B is not an appointed advocate.

I received a concerned/distressed call from A, who seemed confused by what was going on. B is extremely hostile and is dictating what happens and will not take input.

For the sake of A wellbeing, I would like to know is if it's in A's best interests to have the paper based assessment. A suffers from extreme anxieties, but would no doubt attend an assessment if that's the best course of action. A recently attended an ESA WCA.

Presumably since one appointment has been cancelled it would be imperative to attend a second appointment should one be scheduled.

Like you I am surprised that person B was able to speak on behalf of person A without their permission.

I can't tell you whether it's better for Person A to have a paper-based assessment. I don't know them but obviously face to face assessments are very stressful for anyone regardless of their condition.

You are right that the second appointment has to be attended if offered as there is a risk otherwise of the claim being closed.
