It would depend on who claimed the ESA. Legislation changed last year with mixed aged couples, it used to be based on the eldest of a couple, since May of last year it is now based on the youngest of a couple.
What usually happens is when ever there is a change of circumstances DWP will notify LA's that there has been a change in circumstances, LA will then suspend a HB claim, will write to the claimant for information, if the claimant does not contact the LA the claim will then close.
I have come across couples where one starts geting state pension, they used to be able to apply for PC but not now, the younger partner now has to apply for UC, unless they get a SDP.
