Travel to UC/ESA medical

Hi there,
A friend's* been sent medical appt as part of ESA to UC move. She is wheelchair bound. She can get bus to near assessment centre, centre itself is accessible but hill from bus stop to centre isn't. She can't afford taxi, but DWP say won't provide one.
Any ideas? It feels a Catch-22.

I've not migrated, but remember box on ESA/PIP re needs for assessment/times not available. But think now at stable door/horse bolted.

I'll check who with. They did say cancelled previous appt so can't cancel this one.
