When calculating a potential award of a Discretionary Housing Payment (DHP), is a local authority entitled to include the Limited Capability for Work and Work-Related Activity (LCWRA) element of Universal Credit in the applicant's income, or are they expected to ignore the LCWRA element and only include the Standard Allowance, the Housing Element, and any other income?
