Try and break the task down into components, so at a simple level;
- he needs to know where he is and where he is going - are there issues that affect him when he is outside, for example; can he deal with other people being near him - is he safe when out, for example; does he know where to cross a road and how to do it safely? - can he follow a list of directions? How would he handle being unable to work out where he is if a street name was not easily seen? - does he take instructions literally
I'm sure there are more that you can come up with, have you thought of asking him about the problems that he has? Is he actually aware of his problems?
