Telephone Assessments now? was created by Zinny
My family member received an E50A a couple of weeks ago and it has to be sent off over Easter.
Are telephone assessments likely to follow? There seem to be contradictory things being said on here. It was said the DWP have said there will be no assessments at all (I thought they only said no face-to face assessments) but people have reported on here that they have had a telephone assessment. My family member is incapable or dealing with a telephone assessment - they will put the phone down on whoever calls - so they will have to phone me their carer. Also do not know what will be result of the phone being put down on them. Should I mention on the form that that may happen? Also my family member lives by themself and since I am self-isolating I cannot be with them when and if the phone call comes.Thank you.

Hi Zonky

From March 17th 2020 all face-to- face appointments in relation to sickness and disability benefits have been suspended. This will apply for at least the next 3 months, until June 17th 2020, and covers appointments for Personal Independence Payment, Employment and Support Allowance and Industrial Injuries Disablement Benefit, Disability Living Allowance, Attendance Allowance and Universal Credit.

It also covers verification appointments for Universal Credit if you are claiming on the grounds of sickness. www.benefitsandwork.co.uk/coronavirus-updates

I would mention the issues your family member has, unless you have power of attorney then DWP will not be able to contact you and will quote GDPR. www.gov.uk/power-of-attorney

Make sure that your family member's doctor is informed and that they can recommend a paper-based review. It’s helpful if letters you send include medical evidence about your family freinds daily living and mobility needs, the medical evidence sent on paper has to be “robust” to enable the test for benefit to be met, and should include comments about how functioning is affected.

Thank you Gary. I do not have power of attorney but am their carer. On the form it states if I fill in the form on behalf of the claimant (which I have) they need my phone number (which I have given). I am in my 80's and the relative is incapable of filling in the form by themselves.. They have been on ESA Support for many years not UC. Previously have taken over 3 weeks to fill it in - with me being with them while discussing and filling in one or two questions over a couple of hours in a day and then doing another question another day and every day they get very distressed and do not want to do it. This is why now they are incapable of filling in form as I cannot be with them. What is GDPR short for? I do not understand this. I am very worried about this assessment for the following reasons. Family member has life long psychiatric problems includes anxiety). For several years recently has had very little help - mental health help has recently become almost non-existent. Their past history is of attending or being an in-patient at hospital or appointments with psychiatrists. That has not happened recently. My relative now only has GP appointments and help from a charity. At a face-to-face assessment (with me present which reassures my relative) the assessor will see their condition. However if a paper assessment - there are no recent psychiatric reports - I fear the outcome. If a phone assessment - I know my relative cannot cope with talking to a stranger on the phone and may well put the phone down or say anything to end the conversation after 5 minutes. I have asked GP to send me letter stating relative cannot cope with phone assessment but realise after this post that now I should ask GP to write more about their condition. I still fear the outcome. But thank Benefits and Work for all the help you give everyone.

Hi Zonky

It doesn't matter if your GP doesn't write anything more about the claimant other than they need a paper-based assessment. As this is not the first form, they should be aware of prior difficulties.

You can attach a letter as their carer and yes you should say that they could not cope with a telephone assessment for the reasons you have stated above. Also give a run down of your knowledge of their current health and well-being in relation to the ESA criteria.

Also make it clear in your letter why they currently have no psychiatric support (eg shortage of services, been discharged because nothing can be done at the current time...). The DWP should understand that there is a shortage of mental health services, but of course they don't always. They are still seeing their GP which shows their willingness to try and get help (which is treated positively).

GDPR stands for General Data Protection Regulation. You can read a small bit about it here
