I am claiming on behalf of my husband as his carer. He had a brain haemorrhage and has both physical and cognitive disabilities.
Invitation to claim PIP received 03/04/2020 stating that I had till 13/04/ 20 to phone and make a claim. I thought that the announcement of suspension applied 06/03 -I think it was.
I received the 2nd letter (reminder)03/04. I phoned to claim that day, as I now got worried tat I was mistaken.
I was told that all was suspended for 3 months due to the virus situation.
The person would not take my reference letter no. either.
When I asked for a reference as proof, I was told his first name and told to refer to the time and date of the call if there was a problem.
He said not to worry about the 2nd letter as I would be contacted by the DWP.
The second letter states that if I do not claim by 11.05 2020-( Monday?/ a holiday)the DLA will be permanently stopped.
Both the local CAB, and Welfare Rights have referred me to the general GOV announcement about the suspension of claims Dated 23/25 March, so like me believe that it applies? I had emailed both of them in connection with this as I was worried about getting evidence from the Gp etc.
I am his sole and full time carer. and our other benefits would be severely impacted also!
I have not received anything further from DWP.
After reading a few of the posts stating that some benefits were stopped and that this extension Might/does not apply to us.
I am now in a blind panic, and it is a holiday weekend, so I'm not sure if I could even speak to anyone.
It took me a number of times to get through to them before.
Any clarification or advice will be would be appreciated.

You are not the first to report this.
I don't know which of these letters are sent automatically.
The reminder letter definitely is and is sent three weeks after the invitation letter, the second invitation letter (or your DLA will end) may be but it then introduces the issue of whether the termination of the DLA claim is although this is something that should be done by a Decision Maker.
I'm not aware of any changes to the Transitional Regulations that cover the transfer of claimants from DLA to PIP and they do not allow the DWP any discretion in the period before the DLA claim is terminated, it is 28 days.
Given the issue is that his DLA could be stopped I would ring again to make a claim for PIP.
I'm going to bounce this to the Office for their view but I can't guarantee a reply before the Bank Holiday weekend.

Hi Gordon,
Thank you so much for getting back to me so soon. I was thinking the same thing as I am a 'worrier .'
I just this minute got off the phone to another chap at the pip claim line. He too assured me that all the 'new' claims were suspended and the DWP will contact me at a later stage.
He said that they could not log any claims in ,and that the 2nd letter I received was automatically sent out.
I did explain that I had called before to claim, to be told that no claim would happen at the moment. but was worried due to the date for permanently stopping the claim being Monday.I asked if he was sure this was the case. He assured me that it was.
Although I again asked for a reference of my call, he said that it was not possible, other than his first name and a log of the time and date. He said that all the calls were recorded and could be checked on in that way.. He assured me again that all all payments would continue until we were contacted to apply again.
I really cannot do more than I have done, and will just have to wait with fingers and toes crossed to see how it turns out? And check my account to see if I get benefits paid or not.

I've heard from the office and it is our view that the DWP cannot refuse a new claim for PIP.
If nothing happens with your DLA then obviously there is no issue but if it stopped on the specified date then even though you have a clear cut argument for it to be reinstated it could take months before this happens.
