PIP telephone assessment - DWP failed to call

Hi Folks,
My son was expecting to have a telephone assessment for his PIP claim today. Yesterday they contacted him to confirm the call today. He waited 5 hours and no call came. He then spent the rest of the day trying to contact the DWP with no success. Every time he rang he got disconnected after a short message. Should he just keep trying to ring the DWP? I am concerned as he has serious mental health problems and he may just give up in despair if he has another day like this.

Assessments are not done by the DWP but rather the Assessment Provider allocated to his postcode, see
