Provided the form was sent by recorded delivery, you can go to the post office website and type in the recorded delivery number, it usually informs you when the item was delivered and who signed for it. Due to the coronavirus the last one I checked did not inform me that it had been delivered so I checked with DWP who confirmed that they had received it.
