Hi Clare
There is no defined criteria for a PBR but in general terms there are two things that they will look at.
First, is there sufficient authoritative information available to write a report without seeing the claimant?
Secondly, is there a significant risk of harm to the claimant if a face to face/phone assessment is required?
All the assessors are trained to assess people with mental health difficulties - but I'm sure many would argue that their training is not adequate. I don't know how severe your son's condition is, but if you have the support of a GP I would try and get a letter that says a face to face/ telephone assessment will cause him "overwhelming psychological distress" which would lead to a deterioration in his mental health and it would be better if a paper-based assessment was done.
You can rearrange the appointment once, but your son would have to attend the new appointment or he risk his claim being closed for failing to attend. At present there are no face to face assessments, it is usually either paper or telephone assessments although we have heard of some claimants being awarded their benefit just on the evidence and supporting documents.
