You should no this government won't do anything to help claimants if they can help it. There guidance is good in practice, but only for making themselves look good.

As for deferred ESA review timescales, I was due in August 2020 and called them and was added an extra 2 years till August 2022. Might be different in your sons case?

I was formely known as (GoingOffMyHeadWithThisGovernment) Won PIP November 2017 ongoing award HR both. Now kept and got my ESA Support group but took a while.

I meet this, but have never received anything from the DWP regarding this. I asked at my last ESA reassessment (late 2019) but the assessor mumbled something but did not concede I met it.

I don’t know if it’s just a ‘media soundbite’ rather than something the DWP actually implement.
I did however put on my last PIP renewal that I met the ESA ‘severe conditions criteria’. Just didn’t bother mentioning that I have never received this in writing :-)
