I have had the same deteriorating condition for more than 30 years.
I had enhanced rates for both elements of DLA and it was indefinite
Over years my condition worsened and additional problems arose such as profound deafness and loss of balance, and the mental problems these new conditions brought on.
In 2016 ,during changes in assessment procedures, I ended up having my mobility component reduced, causing me a great deal of difficulty, losing my mobility vehicle etc.

Following the court cases etc, and with help from resources on Benefits & Work, I was able to get well over the minimum required points for enhanced levels of both elements following my subsequent 2019 review and Appeal Tribunal.

Can I request a 2016 decision review as it is clear my condition never improved during the reduction period?

The short answer is no you cannot.

The absolute time limit to appeal a decision is 13 months.
