Most decision-makers follow the recommendations laid down in the assessment report. However, there may be things they disagree with, and they may award different points on a couple of questions. (The difference could be positive or negative). The assessor who has carried out the assessment is a medical professional; the decision-maker is not. Therefore, the assessment report is an important part of the process.
