Hi Help To Claim service is purely a telephone based service and possibly video conference - used to include Face To Face and funded by DWP but they changed contract to telephone based service only.
You could possibly ask HTC service to refer you to your local Citizen Advice Burea for Face to face appointment. I know that in Scotland the HTC service does this and local bureau would have access to client contact info. Or you could contact your local CAB direct.

I have just read your post, you are known as a mixed aged couple.
When you first apply for UC they only ask if you are in receipt ESA when you click on yes you will initially be placed in the lcwra group, you will then receive a call asking if you were in the support group.
With UC there are no disability premiums, the same claimant cannot claim both the lcwra and carers element, if your husband can get a SR1 form completed then you can claim. the care element.
You maybe able to contact Macmillan and ask for help, and as David said earlier DWP do have visiting officers, we are told that if vulnerable claimants do not contact UC by their deadline date DWP will try and make contact before closing their legacy benefit..
