ESA MANAGED MIGRATION FROM ESA TO PIP

I have this week on Thursday done the 3 way telephone claim with Citizens Advice Bureau, for managed migration from ESA to UC at first it seemed to go away and I am in the Support Group migrating across emphasising that my status remains the same. I stated that I am housebound reliant upon care ambulance transport in my wheelchair for hospital appointments and home visit patient with GP!

I stated that under reasonable adjustments that I wanted biographical telephone ID check that I do NOT have photo idea (re: NO passport due to NOT being well enough to travel) My bank makes all my transactions for me via telephone banking because I am vulnerable adult! They said should NOT be a problem as they can check from my ESA and PIP. So I do NOT receive bank statements unless I have a need to request one. I do have my debit card and I do have my cheque book with sort code details on and my account with Nat West. SURELY THIS SHOULD HAVE SPOKE VOLUMES ABOUT HOW VULNERABLE THAT I AM. DUE TO ALL MY DISABILITIES!

I do NOT have an 'app phone again due to my disabilities, my laptop is set up for me to talk and it will type due to my disabilities!
After the UC advisor took all my details the Citizens Advice Bureau agent stayed on the line to speak with me afterwards and we both thought it went well!

THEN THE NIGHTMARE STARTED

Less than an hour later my landline rang and it was the local job centre (female) stating that she was calling due to me just completing the migration from ESA to UC I did state that this was efficient and said is for the biographical ID call? She replied that I could NOT have the biographical ID phone check because:

1) I did NOT make the claim on line;!!!
I do NOT have photo id THEY HAVE GOT TO SEE A BANK STATEMENT - I HAVE TELEPHONE BANKING BECAUSE I AM VULNERABLE ADULT WITH MY BANK NAT WEST! AS SUCH I CALL THEM AND THEN THEY PAY MY BILLS I DO HAVE ON-LINE ACCESS BUT FOR THIS REASON BUT AS I AM VULNERABLE ADULT THIS HOW NAT WEST PAY MY BILLS AND OR I USE CHEQUE BOOKS AND CARE WORKERS POST FOR ME! AS SUCH THIS MEANS I DO NOT GET POST STATEMENTS UNLESS I REQUEST THEM! I WAS TOLD BY CITIZENS ADVICE THAT THIS WAS/STILL IS UNECESSARY WHAT SHE IS SAYING BECAUSE I HAD PROVIDED MY BANK ACCOUNT AND SORT CODE DETAILS THE ONLY ACCOUNT I HAVE AND INDEED WHEN UC REQUEST THE FILE FROM ESA THEY WILL SEE THE CORRECT BANK DETAILS.

2) I could have a home visit BUT it would delay me receiving my 1st payment!!! Welfare officer at my housing Association said this is WRONG and in contravention of Equality Act 2010 as have CAB said the exact same thing!

3) Then she asked who I banked with I replied NatWest she then said they do NOT print your sort code and account number on your bank cards anymore. You Need to get a statement and try to be got into us on Tuesday 17 June 2025 your care worker can get you in NO they do NOT do that they wash dress feed me and even if there is what they call outreach it is set times and they are NOT to be demanded to fit in with what is convenient for DWP

4) I told her all of the above then she said I will call you back in an hour for you to let me know but it WILL delay your claim and money by up to another month if you wait for our home visit team. I then said I will NOT get a bank statement sent out to me in the post by Tuesday 17 June I will order one over the phone now BUT it will take up to 5 working days to be sent to me and today is Thursday and they are sent by 2nd class. She replied she wanted it for sort-code and account purposes! (I KNOW THAT THEY SHOULD NOT BE DEMANDING MONTHS UPON MONTHS OF BANK STATEMENTS FOR MANAGED MIGRATION WHEN I AM IN THE SUPPORT GROUP!) I reminded her of this and I said that it would take longer than an hour for me to get in touch with everyone I NEED to. To meet her demands!!!

5) I called Citizens Advice Bureau back called someone I KNOW and the Welfare Officer at my Housing Association they have agreed to literally handle me to get me in to them with all the equipment I am in BUT then after that THERE WILL BE A COMPLAINT FROM THEM AND ALSO THE CAB

6) She called me back from Job Centre gave me Thursday 19 appointment BUT now I am worried that the postal statements will NOT get to me in time THEY SHOULD but I am at the mercy of Royal Mail!!

7) The woman from the Job Centre was more than persistent she was frantically calling me it was tantamount to harassment and indeed blackmail over it delaying my claim if I wait for home visit because they are busy and they do NOT have the staff to send out on home visits in a timely manner because they are NOW having to deal with so many claims because the Government has ramped up the deadline for ESA to be wiped out!

8) As I state my cheque book has my sort code and account number on it and name etc and I have ALL other forms of ID in paper bills and she states that she only has to see my bank account details sort code and account number from Nat West well thatis on my cheque book but she demands bank statement which should get to me before Thursday BUT might NOT if post is delayed!

SHE IS GOING TO HAVE A SHOCK AT JOB CENTRE AS IT IS THE WELFARE LADY FROM MY HOUSING ASSOCIATION PHYSICALLY ASSISTING ME AND SHE WILL BE RAISING THIS AS COMPLAINT AND A FRIENDS HUSBAND TAKING US IN HIS VEHICLE WHICH IS SUITABLE FOR WHEELCHAIRS. THAT IS BOOKED IN FOR ME WITH ALL NOW BUT I COULD VERY LIKELY REQUIRE MEDICAL ASSISTANCE WHILST I AM IN THERE BUT WILL GOO IN EVEN IF STATEMENT DOES NOT GET HERE IN TIME TAKE MY CHECK BOOK WITH DETAILS SHE CLAIMS SHE NEEDS TO SEE AS THEY ARE PRINTED ON THE CHEQUE BOOK/CHEQUES (RE: sort code and account number) Then the Welfare Officer will state that this is against my rights to them and then I will be stating that also and hopefully the bank statement will be here but if NOT I will then be stating you harassed me to get me in here and indeed in her demands for it to be when she said and when being extremely oppressive and yes threatening my money would be delayed by a further month well she is going to have a shock that the welfare officer will be with me!

My question is if the bank statements are NOT here by Thursday and taking into account ALL of the above I have documented where do I stand and what can I do if the bank statement is NOT here as I doubt the level of assistance I require and am being given by the above persons can be facilitated for me easily a 2nd time and there is NO WAY I could manage it on my own!

Any suggestions or rights that I am missing that I can rely upon if the worse case scenario does occur?

This is totally exacerbating my disabilities and chronic long term incurable ill-health

Any suggestions would be greatly appreciated.

Hi DJ

She has made a mistake. The Biographical Test can be done if a claim is a telephone claim. There is a also a facility called a Biographical Check which is ID verification by an authority such as a GP.
If you tell me the CIty or County of your residence I will find the correct DWP manager to complain to.
You could also find the email address of your MP to consider for a formal complaint.
