Questioning previous pip review decision was created by Karyn
Hi, firstly I would like to apologise in advance for this extremely long post
I’m going through a review at the moment and have filled in the form. Originally it was a standard review form but after I called them it’s now been changed to a change of circumstances review.
On my original pip claim I was awarded standard daily living and enhanced mobility. Then on last review they took away my mobility completely. I didn’t agree with the decision but because of my anxiety didn’t have the confidence to question the man so stupidly just said ok and let them take it
Now on this review after using all your guidance and other things I have read I feel I should still address it with them. I have written explaining the above and explained this as my reason why
I received my pip review form form in December 2021 just after 2nd covid lockdown ended but still had a lot of restrictions in place. Had been going through covid for 21 months at this point so had big impact on Q13 because didn’t really have up to date evidence because we were not allowed out so my review form was mainly filled in based on covid experience. I pointed out the 3rd lockdown and restrictions weren’t completely lifted until July 2021.
This is relevant because I didn’t have telephone assessment or decision made until feb/march 2023, so 15 months after I filled in the covid focused review form/evidence and the call mainly focused on my daily living
I’ve expressed because of covid the review form didn’t accurately evidence normal life for me and I had sent lots of evidence (mental health related) with my original pip claim but didn’t realise the decision maker didn’t have access to this when considering all information available before reaching his decision
I’ve asked because of this if they will look at the decision made again. The decision maker at the time had stated “ I decided you can plan and follow the route of a journey unaided. You are able to go out occasionally and there is no evidence of panic attacks. You showed good memory, cognition and insight. The overall evidence does not support overwhelming psychological distress which suggests that you should be able to plan and follow a journey unaided”
I’ve said I disagree with this because we were locked down and in restrictions for a lot of the time and don’t understand how the wording “you are able to go out occasionally” fits the descriptors I could do this more than 50% of the time reliably, safely, repeatedly in a reasonable time frame or good enough standard. I also don’t understand the link of how “showing good memory, cognition and insight” was reached and shows I can plan and follow journey unaided. Firstly I had the form and notes in front of me at assessment and was visibly distressed. Secondly “showing good memory” does not produce evidence of the overwhelming distress caused to me when planning and following journeys. And again because we were in covid a lot of the time it wasn’t a true reflection of my difficulties and because you already had evidence from original pip form outlining my difficulties didn’t realise I needed to repeat them all again
My question is, when they read this is it likely to make them re assess the decision made do you think or do you think it may have a negative impact on this review? I do remember when the man phoned I think he was abit shocked when I just said ok and said he would go ahead and alter descriptors or something. I got the feeling he was changing what the assessor thought because he thought differently
Again I’m really sorry for the long post!

Hi Karyn
Hindsight is a wonderful thing, what you should have asked for is a copy of the assessors report called a PA4.
You need to treat the review as a new claims form , if you kept your original claims form use that as a template and make any changes necessary such as any new conditions since you last claimed, any different prescriptions, if you need extra pages don't forget to add your name and NI number to each page and number your pages i.e. 1 of 4 , 2 of 4 ....... etc
