AR1 Form - Difference between "Prompting" and "Help"

On the form they repeatedly ask these 2 questions

1. "Do you need prompting?"
2. "Do you need help from another person?"

In my head prompting is help, so it seems to me like they are basically asking the same question twice and I can't figure out why and it's making me feel confused as to where to write about what help I get.

Either way I am using a separate sheet but of course I still need to put information in the right "category". If I write about "prompting" in the "help" section are they going to ignore it because I didn't put it in the right "category"?

I swear they write these forms this way to deliberately confuse applicants.

If you are answering a question about cooking a meal

Examples of prompting: A relative reminding the claimant to start cooking a meal, reminding them to check the labels on fresh food.

Examples of help: a relative cutting vegetables for the claimant or cooking an entire meal for the claimant.

So prompting is more about talking and helping - physical help.
