Unhelful GP not providing a fit-note for credit-only ESA appliction

Good afternoon,

I’m facing an unexpected obstacle with my credits-only ESA application for my 16-year-old, who has complex medical and education needs, an EHCP, and receives DLA (soon to move to PIP).

As my child’s DWP attorney, I completed the ESA phone application and was sent a link to upload a fit note. However, my GP has refused to issue the fit note, saying they are “seeking clarification from DWP about issuing ESA fit notes for children in full-time education.” Despite me explaining it’s a statutory requirement, the GP has delayed things with ongoing emails.

The GP eventually told me that DWP advised them a "medical summary/printout" can be used instead of a fit note for children in education. I now have a 37-page printout (medical summary plus letters), but the DWP upload link only accepts Med3 forms with QR codes. DWP have since said I can post the 37-page summary and, as long as it lists diagnosis date/start dates for each condition, they’ll accept this as evidence.

Here’s the problem:
My GP’s summary (a printout from their system) incorrectly includes end dates for lifelong/ongoing conditions, which seems wrong. I’ve gone back to ask for corrections or, failing that, for a standard Med3 fit note for 3 months (as DWP initially told me to do). The GP’s latest reply: “we’ll raise this with senior partners.”

My question:

- Has anyone had a similar issue, and can you confirm that DWP won’t accept evidence that suggests an “end date” for ongoing/lifelong conditions?
- Any advice for getting a GP to issue a corrected summary or a fit note so we don’t miss the ESA deadline?

Thanks in advance for any advice or experience. This process is stressful and unnecessarily complicated.

When you refer to an " an “end date” for ongoing/lifelong conditions" you are surely talking about remission and remission isn't arbitrary but is the conclusion from a clinical investigation. Should you not point this out to the surgery ?
