Daily living amount of PIP when going into care

I am totally confused1 My friend has gone into a care home with front lobe dementia. She has UC and had full daily living and mobility PIP. The daily living amount is £114.60 per week. This was stopped after 28 days of being in care, but where does it go? After receiving a financial assessment from the County Council, the daily living amount is not mentioned as paying for part of her care. (The mobility part has not been taken into consideration and she still gets this). She gets £190.02 per week UC and she has to pay £162.58 per week towards her care. She is double incontinent but because she is in a care home, they will not provide the ‘pull up’ incontinent pads, they will only supply the large flat ones that are held into place with string elastic knickers. She will not wear the large ones and pulls them out. I have to buy her the pull up kind which is £32 per week. (She is only 59 years old) ….. my question is, why is her Daily Living Amount not being paid towards her care? She still has an underlying entitlement to the Daily Living Amount and her recent letter confirming the amount still includes the living amount although she doesnt get it? So does this amount just get lost back into the Governments pockets?
