Thanks for this Rachel. The language is a bit difficult to understand - I am thinking that Lord Patel, Lister et al in saying that they 'oppose the question that clause 51(time limiting of cESA) be included in the bill means that they are opposing the time limiting of ESA . The clause is currently a question as it is a draft bill. Any other interpretations???
