Afternoon
I'm getting a bit confused on this activity the difference between
13 (a) Cannot, due to impaired mental function, reliably initiate or complete at least 2 sequential personal actions. 15 points
13 (b) Cannot, due to impaired mental function, reliably initiate or complete at least 2 personal actions for the majority of the time. 9 points
I guess all actions ideally need to be sequential and if can't be done reliably the majority of the time you could be put in either of the two categories.
How I see it no differnece between the two or am I missing something?

The difference is between "always" and "for the majority of the time". This descriptor is explained in more detail on page 40 of the ESA Claims for Mental Health and Learning Disabilities in the Members area.
