but also states i will get both contrbution base, and also income related support allowance, i assumed you either get one or the other??

It is indeed possible to receive contributary ESA, with an income related ESA top up, just as it was possible to receive contributary Incapacity Benefit with an Income Support top up.
This would be the case if the claimant was in receipt of the higher or middle rate of care in DLA, and was therefore entitled to "Diabiliity Premiums", it depends on the claimants personal circumstances, and how much the government says that they need to live on.
