Last time we spoke I had just been through 'The Right payment programme which took 4 months to get the right result and probably took a few years off my life through worry. As if that was not distressing enough,low and behold Saturdays postman brought me the news that I know seem to be migrating over from IB to ESA. Yes folks the dreaded brown envelope yet again,only this time,after carefully study and planning via the information on this fantastic websight,I think I can cope a bit better this time round. Now whilst there was,and still is a lot for me to go through in terms of what to expect and more importantly how to go about the changover in terms of what to actually write,I do have a few questons and concerns, so here goes.

1. Despite asking for it over the phone,the DWP in Blackpool told me there is NO Decision Makers report/letter or what have you for the 'Right programme payment scheme'for me to have or apply for. I wanted this to help me with my supporting evidence for my IB to ESA transfer. Is this correct ?

2. IB to ESA.
I now have 'The Letter' for the changeover,I also know that a phone call is now forthcoming,followed by the ESA50 form itself and I have a month to fill it all in ect..what Im not sure about is will the fact that I have been on DLA/IB for 20 years or more have an effect on how long my forthcoming ESA 50 will take to go through the system. In other words,have I been selecting for the changover now,and not in 2013/14 because some people could well be slightly more favourable for the 'Support Group' rather than 'WRAG' or something without the need of a Atos 'Medical' sigh...?

3. I have now got another updated GP letter of support,also have my lates Specialist report to hand as the last one is 6 months old now,also intend to send copies of every single medical reports and DLA awards I have had for the last 3 years. Is there anything else I have forgotten perhaps ?

4. My condition is still on the wane,but my GP has ask me to go for a 'Wheelchair assessment' now as walking any sort of distance is now almost impossible due to my Hip Arthritis,Thorasic Spondilothesis,Asthma,35% deafness and my Arthritic ankle which goes the size of a ballon when I attempt to move from one part of the room to another. The problem is, I have tried to operate a manual wheelchair loaned to me from a friend for when I go to my GP or Hospital,but because my back is basically buggered, the pain I have trying to propel the damn thing stopped me in my tracks. So my question is. Is there another sort of wheelchair that is available to me to ask for at this assessment where my carer (my missus)can propel for me whilst walking behind ? This would at least help get me out a bit as quite frankly I have become all but a complete recluse in my own home these past few years.

5. I receive the HRM and MRC for DLA,and have done for 20 years now,my IB also has the same lengh of time to it. My fourth question is,will 'ATOS' already be aware of this fact,or should I send copys of the awards as further supporting evidence whilst 'working' these facts and my condition into some of the question in the ESA form itself ?

6.. Will my transfer from IB to ESA be any quicker due to my actual changover itself, rather than say applying for IB/ESA for the first time so to speak ?

1. There should be a Statement of Reasons, and if one does not exist, then the DWP should produce one, however, members are finding it increasngly difficult to retriev these documents. I can only suggest you persist with your request.

2. Each claim is evaluated on its owm merits, Certainly there is a higher percentage of IB claimants being awarded ESA and more being placed in the Support Group, than for those making a new claim.

3. You could also send in testimonials from people who know you and how you are effected by your condition(s).

4. Two points, ESA tests your ability to propel a manual wheelchair, so it would be worth gathering proof that you cannot do this, Secondly, there are a variety of wheelchairs available, I am sure they will recommend the right one for you.

5. You can send this information, although they will be aware of you previous IB history. IB and DLA have different criteria from ESA, so you would need to show the relevance of anything you send them.

Hi there,

a/ Re 'Statement of reasons' letter for the 'Right Payments programme'.
Did I ring the correct office,Blackpool DLA on 08457 123456 ?

b/ Should I be found incapable of operating the manual Wheelchair by the assessor team,would the Wheelchair assessment centre give my a letter stateing exactly that,or do I go back to my GP for said proof via a Letter from him ?

c/ Due to my condition I lost many of my friends over the years,however,my 85 year old mother who lives 30 miles away and is disabled herself rarely gets the chance to meet her son anymore these days,we do however phone each other on a regular basis. Would it be worth my mum writing a letter stateing this sad fact,or do relatives not count when it comes to people who know me ?

a. DLA is asministered out of Blackpool, but it may be a local office that dealt with your claim, the letters you have received regarding this will indicate where to write, although, the DWP can usually get a letter to the right office through their internal mail system, as long as you don;t mind the delay.

b. Other member had asked the assessor to provide a written statement.

c. If your mother has first hand knowledge of the impact of your condition(s) then her comments might help your claim.

Thanks for the replys so far.

Regarding IB/ESA transfer and 'The Phone call'

Would you happen to know up to what times the DWP or ATOS can ring me up to please as I think I read somewhere that the latest you can expect a call is 8-00pm at night or something ? My concern is that my appointment time is 3-00pm,and the round trip could take 2 hours. I would like to be able to take this phone call myself at home,but now fear they could ring me up when I am not at home,which for me a rare event ?

Regarding my forthcoming wheelchair assessment again.

During the conversation today with my GP,I overheard him mention something about the possibility of a 'Scooter' of some kind being possibly suggested to help me get around. Would this not be deemed by the DWP as being able to 'MOBILISE' far easier under one of the descriptors I spotted in the downloaded ESA 50 form ?

Hi N,

Only the use of a "manual wheelchair" UNAIDED is counted in the Mobilising Descriptor.

See extract ESA Regs :

1. Mobilising unaided by another person with or without a walking stick, manual wheelchair or other aid if such aid can reasonably be used.
