If you are appealing an ESA decision, and are in receipt of Assessment Rate ESA, the same rules apply as if you were in receipt of any form of ESA, i.e. Assessment Rate, WRAG or Support Group.

Certainly if you are appealing from the WRAG to the Support Group, then there should be no reason why you cannot also do Permitted Work.
However, I can find no specific guidance regarding someone appealing a Fit for Work decision. The assumption in the Decision Makers Guide is that the claimant is receiving ESA, whether this means main phase ESA or ESA at any rate is not made clear.
As always, whilst you do not need permission to carry out Permitted Work, the work that you do must be accepted, in advance, by the DWP as falling within the constraints of Pemitted Work.
