Proposed ESA [Support Grp] Increases - 2013

I receive ESA support rate of £105.05 total pw. Am a bit confused as to whether the full amount will be excluded from the "Millionaires' Row" planned limit of 1% increase pa, or whether part will and the rest won't.
Could someone please clarify exactly what I can expect next April?

Proposed ESA increases :

ESA Personal Allowance : £71.00 to £71.70

SG Component : £34.05 to £34.80

Totals : £105.05 to £106. 50
