Your brother has my sympathy.
However, as you may be aware, we only advise on ESA & DLA/PIP, so Council Tax is not within our remit.
Each LA, are operating their own administration with regards to CTB and HB.
I surmise that you are referring to Discretionary Payments, and "discriminatory" is a typo.
You might want to research on the net regarding this, your Council's website should also have information.

He needs to give full details of all his income and expenditure, and highlight how having to pay a portion of his CT will leave him in hardship.
