Aren't the DWP guilty of retarding the recovery of claimants' every time they put most individuals through the stresses and strains of the whole assessment process?

Unfortunately the Regulation (157), that you are referring to specifically states
applies where a claimant—
There is no reference, explicit or implicit, to the actions of the DWP.
